Officials say three separate incidents of fly-tipping on roads in Tendring are being linked and are believed to have come from the same site.
The District Council received complaints about waste being dumped in the carriageway in The Green off Rush Green Road, Clacton.
The debris, which was made up of hard core and soil, made it impossible for vehicles to pass each other and it was cleared away.
Further similar waste was then spotted in a lay-by on the A133 bypass heading out of Clacton.
Later the same day there was a further report of fly-tipping of similar material in a lay-by just before Martins Farm in Colchester Road, St Osyth.
